FLAGSTAFF VALUE PER ACRE ANALYSIS
Land is the base resource from which community prosperity is built, and Value per Acre (VPA) measures how efficiently land generates prosperity for a community. Similar to how Miles per Gallon is a useful metric for comparing different types of vehicles, VPA helps compare different types of development patterns. It illustrates which areas of a city are creating enough wealth to support the infrastructure and services they need to thrive, and what areas residents value the most.
However, too few cities actually do the math on VPA. With that in mind, we partnered with Flagstaff Strong Towns (flagstaff.strongtowns@gmail.com) to perform a VPA analysis for Flagstaff. The goal is to provide useful data to elected officials and residents in Flagstaff as they sort through important land use decisions, like with the Regional Plan update and Code Analysis Project.
The analysis was performed using 2025 data provided by the Coconino County Assessor’s Office, Coconino County GIS Office, and City of Flagstaff GIS Office. VPA is calculated by Full Cash Value (a proxy for market value) divided by the parcel area. Publicly-owned parcels and parcels zoned as Public Facilities, Public Open Space, or Public Lands Forest are transparent on the map, as VPA is not the best metric for evaluating their value.
